The Telangana government, led by Chief Minister Revanth Reddy, is set to introduce a comprehensive bill aimed at safeguarding the rights and welfare of the state’s 4.2 lakh gig workers, according to Congress General Secretary Jairam Ramesh.
Sharing the development on his official ‘X’ handle, Ramesh revealed that the upcoming legislation will feature key provisions including:
- Mandatory registration of gig workers by aggregator platforms,
- Establishment of a tripartite board comprising gig workers, aggregators, and government representatives, and
- Creation of a dedicated welfare fund, which will be overseen by the tripartite board to support worker benefits and social security.
“The Bill promotes both economic and social justice in a meaningful manner,” Ramesh stated, lauding the move as a continuation of the Congress party’s commitment to ‘Shramik Nyay’ (justice for workers).
Once enacted, Telangana will become the third Indian state, after Rajasthan and Karnataka, to implement a legislative framework for gig and platform-based workers—an increasingly vital segment of the labour force in the digital economy.
Ramesh further emphasized that it is only Congress-led governments that have taken concrete steps to ensure fair working conditions for gig workers, highlighting the party’s broader vision under Rahul Gandhi for empowering India’s informal and precarious workforce.
The proposed bill is expected to set a strong precedent for other states, addressing long-standing concerns over job security, benefits, and representation for gig workers employed through app-based platforms like ride-sharing, food delivery, and logistics.
